need to start my own fax service

Greatings!

I'm looking to start my own fax service.
Does anyone can advise what equipment to buy and what software to use? I want to clone efax.com but in my country Uzbekistan.
I will use either landlines but prefarable GSM lines.
I'm really confused don't know how to start.
